Jefferson County On this 5th day of March 1839 personally appeared before the Hon Codwin McKnight first Judge of the Jefferson County Court Ruth Phippen a resident of the town of Watertown in the County of Jefferson aged Seventy five last August [born Aug 1763] who, being first duty sworn according to law, doth on her oath make the following declaration in order to obtain the benefit of the provisions made by the Act of Congress framed July 7, 1838 entitled an Act granting half pay and pensions to certain widows" That she is the widow of Samuel Phippen who was a Lieutenant in the Revolutionary Army and served as is known ? That in September 1775 the said Samuel Phippen then residing in the town of Westminster in the state of Vermont and Lieutenant in the company commanded by Capt Azariah Weight in a Regiment of which Major Burke was Major, the Colonel not remembered: that the first of September 1775 the said Company marched to Quebec and the said Phippen went as a Lieutenant therein and served at Quebec That Capt Wright had the small pox at Quebed and Lieut Phippen had the command of the Company That said Company remained at Quebed and on the March there & back wintil the first of June 1776 & that the said Phippen served as Lieut from 1 Sept 1775 to 1 June 1776 in the expedition as this declarant always has been informed & believes to be true. That the said Phippen was also in the battle of Stillwater & the capture of Burgoyne but the time engaged is not known to this declarant. That in May or June 1780 the aforesaid Samuel Phippen belonged to a Company of Rangers: Capt Abner Seily was Captain and the said Phippen was Lieutenant and Colonel Benjamin Wait commandant of the battalion of Rangers: that Capt Saly's Company and Lieut Phippen was called out and was stationed at Corinth one of the frontier towns of Vermont from which place guards on scouting parties were sent out. That from a writing on a pay roll in the hand writing of the saind Phippen the commencement of this tour was the 28 May 1781: That as she has ever understood and believes the said Phippin was activity engaged from that time until the war ceased in periods of Eight and nine months That she refers to a pay Roll of Capt Seily's Company in her possession to establish a part of this service: to the affidavit of Seth Goold to show that the said Phippen was out Eight or nine months in the first tour: that she refers to such proof as she can get to establish his services:
She further declares that she was married to the said Samuel Phippen on the 5th day of September 1784 by the Rev Joseph Buller at Westminster Vermont: that her name before marriage was Ruth Lane: that she has caused the records of Westminster to be examined and that no record of her marriage can be found: That no record of her exists: That her husband the aforesaid Samuel Phippen died on the 23d day of July 1820; that she was not married to him prior to his having the service, but the marriage took place previous to the first of January seventeen hundred and nonety four viz sworn to and subscribed on the day & year above written. I Jonathan Lane of Westminster in the County of Windham and State of Vermont being of lawful age do depose and say that I was well acquainted with Lieutent Samuel Phippen but did not know him untill after the revolutionary war I have frequently heard said Phipen tell of going to Quebec in Canada and of being stationed at Corinth in Vermont. I have frequently heard Capt Azariah Wright speak of said Phipen's being out with him and of giving up the command at his company to said Phipen when he the said Wright was cisk with the small pox at Quebec and I was also told by the said Wright and the said Phipen that they were thirty or thirty one days in going through the woods on their march to Quebec And I have ever inderstood that Lieutenant Phipen was in the revolutionary war through considerable part of it.

Jefferson County Horatio Phippen of the town of Watertown County & State aforesaid being duly sworn says that he is aged forty one years [born 1798] and is the sixth child of Samuel Phippen and the aforesaid Ruth Phippen. that the oldest child of the said Samuel & Ruth if living would be about 53 years old: that his father kept a record in a bible but that the bible is much worn & the record is gone That the Said Samuel Phippen died in Watertown aforesaid on the 23d day of July 1820: that the aforesaid Ruth has not intermarried but remains the widow of the aforesaid Samuel Phippen. that a pay roll purporting to be a pay Roll of Capt Seily's Company this deponent found among the papers of his father. That his father had quite a number of pay rolls & other military papers which were entirely destroyed by the mice

Jefferson County On this 5th day of March 1830 personally appeared before the Hon Calvin M Knight forst Judge of Jefferson County Courts Joel Lane a resedent of Brownsville in said County ared sixty nine last June [born June 1769] who being duly sworn according to law doth depose and say that he was acquainted with Loeit Samuel Phippen late of Watertown deceased and that he knew him during the latter part of the Revolutionary War and that he was knowing to his performing one or two terms of Service in the Vermont State Troops and according to the best of his recollection it was in the years 1782 & 1783 and that each term of service was for nine months - And this deponent further says that he was acquainted with Capt Azariah Wright & Ensign Are Avery and that he has heard them both say that Liut Phippen went with them through the woods to Quebec in 1775 under the command of Capt Wright - And he further says that he was present at the marriage of the said Samuel Phippen to Ruth Lane the applicant for a pension under the Act of Congress of July 7th 1838 and that the said marriage took place at Westminster County of Windham & State of Vermont and as near as this deponent recollects the fore part of September 1784 and the said marriage ceremont was performed by the Rev'd Joseph Bullen minister of the Congregational Church in said Westminster. I John Goold of Windham in the County of Windham and State of Vermont of lawful age being duly sworn depose and say that I was well acquainted with Samuel Phippen in Westminster Vermont from the first of my recolection in infancy up to AD 1800 living a near neighbor to him about forty years and know that there was then no other person of that name living in the town & immediate vicinity, said Samuel Phippen was a brother-in-law of Captain John Petty and have understood from said Phippen that he served as a private under his brother in law Capt Petty a short time in AD 1777 being absent in the service them myself I have been further told by said Samuel Phippen that he went out in Capt Bucks Company in 1781 at the alarm in Newbury but the time he was out at each time I know not I further know that in the year 1781 the aforesaid Samuel Phippen was appointed a first Lieutenant in Captain Abner Seelys company and and served in the Army as such but the exact time he was in the service I know not though I resided in the town of Westminster at the time went into the service and at the time he returned and further I say not.
